Buying Coated Aluminium for the EU in 2026: EN 1396, EN 13523, REACH and CBAM Explained
European buyers increasingly ask suppliers for four short statements: "EN compliant", "REACH compliant", "CE certified" and "CBAM ready". These phrases sound reassuring but can hide important gaps. Each one refers to a different responsibility, and none replaces a detailed purchase specification.
For coated aluminium coil, sheet and strip, a useful compliance file connects the exact product, tariff classification, test methods, chemical declarations and batch traceability. This guide explains what procurement teams should request in 2026 and where Ding‘ang can support the documentation process.
DIN EN 1396:2023 is the current German edition of the European standard for coil-coated aluminium and aluminium-alloy sheet and strip for general applications. It replaced the 2015 edition.
The standard gives buyers and suppliers a common framework for product characteristics and tolerances. It should be read together with the agreed application specification. A gutter coil, facade coil and appliance sheet can all fall within the broad product family while requiring different coating systems and acceptance limits.
An order referring to EN 1396 should still state:
• alloy and temper;
• metal thickness, width and tolerances;
• coating type and layer construction;
• top-side and reverse-side coating thickness;
• colour, gloss and texture;
• mechanical and coating tests;
• sampling and inspection-document requirements;
• application and forming process.
As of August 2026, DIN Media also lists a draft amendment, EN 1396:2023/prA1:2026. A draft is not the same as a published replacement standard. Buyers should monitor its progress but continue to cite the current adopted edition unless their technical or legal adviser directs otherwise.
EN 1396 does not make the substrate identity disappear. European aluminium orders commonly use other standards alongside it.
EN 573-3 covers chemical composition and the form of wrought aluminium alloys. It supports confirmation that a product supplied as 3003, 3105 or 5052 meets the relevant composition limits.
EN 485 contains requirements for aluminium sheet, strip and plate, including mechanical-property and dimensional topics across its different parts.
The exact list depends on the product form and contract. A supplier should not place several standard numbers on a data sheet merely for appearance. Each reference should have a clear role in the agreed specification.
The EN 13523 series contains more than 25 test methods for coil-coated metals. It covers properties including coating thickness, gloss, colour difference, pencil hardness, impact resistance, adhesion after indentation, T-bend performance, salt spray, water immersion, UV and condensation, solvent rubbing, scratch resistance, staining, humidity and foam adhesion.
A statement that material is "tested to EN 13523" is incomplete unless it identifies the relevant part, test conditions and result. A shutter producer may focus on T-bend and abrasion. A cold-room panel maker may need foam adhesion, humidity and staining tests. A facade customer may prioritise colour, gloss, adhesion and weathering.
The buyer should create an application-specific inspection plan rather than request every test regardless of relevance.
DIN EN 612:2005 applies to specified metal eaves gutters and seamed rainwater pipes. It concerns the finished product. The coated aluminium supplier provides an input material that helps the gutter manufacturer meet its requirements, but the raw coil alone is not an EN 612-compliant gutter.
The same principle applies in other sectors. The manufacturer of a facade panel, heat pump, roller shutter or refrigerated body is responsible for the conformity of that finished product.
REACH controls chemicals in the EU and creates duties that vary according to whether a supply is a substance, mixture or article. Coated aluminium is normally supplied as an article, while coatings, pretreatments and production chemicals have their own supply-chain information.
A European buyer may reasonably request:
• a current REACH/SVHC declaration for the supplied product;
• confirmation against the latest Candidate List at the declaration date;
• information on any reportable substance above the applicable threshold;
• coating technical and safety information where relevant;
• evidence supporting restricted-substance requirements written into the contract.
Do not accept an undated one-line statement copied from a previous shipment. The declaration should identify the supplier, product family, date and regulatory list used.
RoHS restricts certain substances in electrical and electronic equipment. It can be relevant when coated aluminium becomes part of an appliance, control cabinet or other covered equipment. It is not automatically the correct compliance framework for gutters, roofing or general facade coil.
Procurement teams should request RoHS documentation only where the final product and supply-chain obligations make it relevant. This keeps the compliance file focused and avoids treating unrelated declarations as proof of quality.
CE marking is linked to applicable EU legislation and, for construction products, the relevant harmonised standard or European assessment route. A raw color-coated aluminium coil should not be presented as universally "CE certified" simply because it may later become part of a CE-marked product.
The responsible manufacturer must determine whether the finished product requires CE marking, identify the applicable requirements, carry out conformity assessment and prepare the necessary technical documentation or Declaration of Performance.
The coil supplier's role is to provide accurate input-material documentation: alloy, temper, dimensions, coating data, test results and traceability as agreed.
The EU Carbon Border Adjustment Mechanism entered its definitive regime on 1 January 2026. According to the European Commission's CBAM guidance, EU importers or indirect customs representatives importing more than the 50-tonne mass threshold of CBAM goods must obtain authorised CBAM declarant status.
Aluminium is a covered sector. Annex I of Regulation (EU) 2023/956 includes, among other headings:
• CN 7606: aluminium plates, sheets and strip over 0.2 mm thick;
• CN 7607: aluminium foil not over 0.2 mm thick, excluding backing;
• several other aluminium headings and specified downstream goods.

The exact customs classification of a coated product depends on its composition, dimensions and condition. The importer and customs adviser should confirm the CN code; a supplier's commercial HS code is useful input but not a substitute for an EU classification decision.
For covered goods, the non-EU producer may need to support the importer with installation and production-route information, embedded-emissions data and evidence required under the CBAM methodology. Responsibilities should be agreed before shipment so that data is available in the correct reporting period and format.
Before placing the first order, agree which documents will accompany the shipment and which will be provided separately. A useful pack may include:
1. commercial invoice and packing list;
2. certificate of origin, where requested;
3. bill of lading and transport documents;
4. mill test certificate identifying alloy and temper;
5. coating inspection report with agreed tests;
6. colour and gloss approval record;
7. REACH/SVHC declaration dated to the relevant list;
8. RoHS declaration only where applicable;
9. coating technical data or safety information where required;
10. proposed HS code and product description for importer review;
11. CBAM production and emissions information for covered goods;
12. batch and coil traceability list.
Document availability, format and third-party verification should be confirmed during quotation. Do not wait until the vessel is approaching a European port.
