Food grade color coated aluminum is widely used in food packaging, baking trays, food containers, beverage caps and kitchenware. 3.Raw material statements of coating: resin, pigment, curing agent and additives must be listed in EU positive substance list.
4.Optional but frequently requested: LFGB test report (Germany national food contact requirement), EN standards for aluminum substrate (EN 601 / EN 602).
FDA does not issue product “certificates”. Suppliers provide FDA compliance documentation plus accredited lab test reports to prove the color coated aluminum meets Title 21 CFR.
21 CFR Part 175.300: Indirect food additives – resinous and polymeric coatings (the most widely used clause for food grade color coated aluminum).
Related clauses: 21 CFR Part 177 for polymer materials, 21 CFR 178.3297 for food-contact colorants.
Canada Health Food Contact Material guidelines: color coated aluminum must demonstrate extractive and heavy metal test results comparable to FDA standards. Third-party food contact test reports are normally requested by importers.

Test targeted restricted substances with fixed maximum limits:
Heavy metals: Lead (Pb), Cadmium (Cd), Mercury (Hg), Hexavalent Chromium Cr(VI)
Bisphenol A (BPA) and Bisphenol derivatives
Formaldehyde
Phthalates (DEHP, DBP, BBP etc.)
Other monomers and additives listed in EU 10/2011 Annex

Note: EU 10/2011 originally targets plastic materials, but it applies to plastic organic coating layers on aluminum substrate, which is exactly the food grade color coated aluminum case. The aluminum base metal follows EC 1935/2004 and Council of Europe metal resolution.
FDA uses three standard extractants based on intended food type and usage temperature:
Distilled water (simulate aqueous food)
8% ethanol (alcohol-containing food)
n-Heptane (simulate fatty, oily food)
Test temperature and duration match real application scenarios: room temperature storage, refrigeration, frozen storage, high-temperature baking / heating.
Total non-volatile extractables shall meet the limits defined in 21 CFR 175.300.

Restriction focus: EU 10/2011 has clear SML for hundreds of individual substances; FDA focuses on total extractables plus positive list approval of raw materials.
Legal form: EU requires DoC declaration + migration test; FDA relies on material listing and extract test without official certificate issuance.
Simulant system: EU uses 10% ethanol, 3% acetic acid, olive oil; FDA uses water, 8% ethanol and n-heptane.
Heavy metal rules: EU sets strict specific migration limits for heavy metals; FDA controls heavy metals through extractable testing.
Confirm end-use scenario first: cold packaging only or high-temperature baking, to select correct test temperature and simulants. Wrong test condition will invalidate reports.
The test sample must use identical coating formula, coating thickness and curing process as mass production.
Prepare full technical file: alloy certificate, coating raw material MSDS, test report, DoC (EU), batch traceability records.
For dual-market shipments (EU + USA), conduct both EU10/2011 and FDA 21 CFR tests in one accredited lab to reduce cost and lead time.
Exporting food grade color coated aluminum to EU and North America needs region-specific compliance packages.
